To Mr. Austin,
to Refer to Attorney General. It
appears to me that I ought if possible to
give up this Criminal. My doing
so would be in harmony with all that has been done by the Macao Government in
similar Cases since my arrival here,
and would also be in accordance with
the intentions of H.M's. Government who
have assented to my adopting
Legislation for the mutual surrender of Criminals between this and the Macao Government.
I refer, however, to Attorney General on the first instance.
